摘要:With a long shipping history, China has a great influence on the internationalshipping industry. What's more,with the development of modem shipping industry,authorities and the ME academia in China has gradually noticed the importance ofstandardizing seafarers’ upper ranking examination and making it reaching a higher levelso as to keep pace with the international expectations for seafarers. This thesis aims togive out some possible suggestions in order to perfect the current N/MEECE syllabusdesign through a comparative study between the IMO Model Course MF section and theN/MMEECE syllabus design.
Under such circumstance, to standardize international seafarers'management including training, certificating and watchkeeping of seafarers, IMO drewup the International Convention on Standards of Training Certification and Watchkeepingfor Seafarers. The STCW convention is drawn up to establish the minimum requirementsfor all member states and to specify minimum standards in Marine English as well. Forinstance, the STCW 95 convention listed the minimum English competence for officers islisted in the STCW 95 Convention as follows; officers of the navigational watch shallrequire knowledge of written and spoken English adequate to understand charts, nauticalpublications,meteorological information and messages concerning the ship's safety andoperation, and adequate to communicate with other ships and coast stations andmultilingual crew, and use IMO Standard Maritime Communication Phrases; officers ofthe navigational watch are required to comply with standard of competence for GMDSSradio operators and obtain GOC certificates. Also they will be required a knowledge ofEnglish, both written and spoken, for the communication of information relevant to thesafety of life at sea.Moreover, aiming to be more convenient to share maritime information andpopularize new maritime technologies, some of the member states suggested that IMOshould design a series of model courses. Consultants and trainers from IMO alsoconsidered that a series of model courses could help developing countries to establishqualified training courses and enhance seafarers,communicative competence. What'smore,to ensure the precise of communication, the Maritime Safety Committee which isunder the guidance of IMO assembly, initiated a list of Standard Marine CommunicationPhrases (hereinafter referred to as SMCP) to impose restrictions on the usage of maritimeterminology.Facing such high requirements from the international seafarers' labor market,Chinese seafarers have to adjust themselves to meet the ever renewed requirements.However, it is often heard from shipping .companies that seafarers from China are betterthan those Philippines or Indians in mastering navigational techniques, whereas lack ofcommunicative competence than seafarers from those two countries. The traditional wayof English training for Chinese seafarers may take responsibility for the abovephenomenon. The old way of learning English emphasizes much on writing and readinghowever neglects listening and speaking. Hence, adjusting test focuses ofNavigation/Marine
Engineering Competence English Examination to correspond withthe requirements from IMO may be one solution to solve the problem of Chineseseafarers lacking communicative competence. Navigation/Marine Engineering English Competence Examination in BriefTo ensure that Chinese seafarers meet the high requirements of effectivecommunication at sea,the Chinese authority Marine Safety Administration (MSA)established an English examination to certificate seafarers with qualified Englishcompetence, which is called the English Examination for Certificates of Competence.Due to the above examination is divided into two parts: Navigational EnglishCompetence Examination; Marine Engineering English Competence Examination(hereinafter referred to as N/MEECE). What's more, since this examination is set up totest officers onboard,hence, seafarers in this
thesis is defined as seafarers and officerswho are willingly to get the certification of serving onboard or upper their rankings.The
