Tierney and Shanahan (1990) made a hypothesis  about  reading  and  writing  that  both  relied  on  the  same  or  similar  knowledge statement, cognitive processing, relationship of context and constraints. They also drawn that reading  and  writing  were  similar,  and  their  development  were  nearly  parallel  in  the  learning process.  Their  statement  proposed  theoretical  support  to  the  combination  of  reading  and writing in  the  future teaching. Goodman advocated that in language teaching, it was an inevitable trend of using integral, undivided language which was related to the social situations  and  problems  solving  to  change  and  integrate  traditional  courses  in  order  that students  developed  language  and  thinking  skills  in  the  real  situation  of  listening,  speaking, reading  and  writing,  rather  than  in  the  empirical  skills  debris.  Brown  (1994)  thought  the integration  of  language  skills  was  to  integrate  one  kind  of  language  skill  with  relevant language skill for overall, non-traditional learning in a real natural language environment.  In fact, as the impact of the whole language movement development, more and more researchers and  teachers  began  to  focus  on  the  integration  of  language  skills,  and  tried  to  use  it  in  their own research or study.
