A recession is known to exist upon the commencement of a period of significant decline in output and employment (Sexton & Fortura, 2007). Canada and the United States have found themselves facing a major economic recession dueto failure to meet the major macroeconomic goals; maintaining employment of human resources at high levels, maintaining prices at a stable level for consumer and producer, and achieving a high rate of economic growth (Sexton & Fortura, 2007).

A recent Associated Press Pet-Poll showed that 63% of Americans polled have cats, dogs, or fish in their household, and consider them a member of the family (Reuters, 2008). With strong media coverage in the United States, and increased awareness in Canada, this has become a relevant, public issue.
Veterinarians provide health care for your pet, but they remain an optional service. The Veterinarian care industry has taken an economichit lately due to the hardships that Canada and the US find themselves in. While veterinarian costs are unregulated, the Ontario Veterinary
Medical Association publishes a “Suggested Fees Guide” to assist clinics in pricing their work (Ontario Veterinary Medicine Association, 2009). Their fees reflect their overhead costs and employment salaries. Many pet owners have been forced to put pet care lower on the list of priority expenditures, with the cost of living and daily survival increasing. Veterinary medical companies like Idexx Laboratories, which provide diagnostic tools, are facing lower revenue figures as people opt out and delay preventative treatment and screening (Ramanathan, 2009). A recent Associated Press Pet-Poll says thatof the15% of Americans surveyed who are cutting back on vet care spending, ½ said they were putting off vet visits, 1 in 5 saying they wouldn't go to a vet even for a serious problem, and1 in 4 of the 15% seriously considered giving up the pet or euthanasia an option for a sick pet (Gold, 2009). While there is a ready supply of Veterinarians and medical professionals, the demand for these services has significantly declined, and equilibrium cannot be reached.Due to the lower usage of clinics, emergency clinics in Arizona are all being forced to downsize because of the lack of funding and decreased revenue figures. Their hours have been reduced, along with staff, available treatment, and their geographic reach when answering emergency calls (Arizona Humane Society, 2008).
