rsity investigated the degree of information disclosure of China's charitable organizations, the results showed that the degree of information disclosure of the Red Cross was the lowest, the score was only about 38 points (the full mark is 100 points); considering the types of disclosure of donation information, the score was about 68 points, which was relatively high; and the score for disclosure of financial information and regulatory information was very Low, the score for financial information disclosure was only about 28 points, while the score for regulatory information disclosure was only about 41 points.
The Red Cross in China does not follow the international norms and practices to implement the information disclosure mechanism. Its main contents of information disclosed include organizational information and financial information. Organizational information includes office location, organization staff, business work, work flow and so on (Salamon, 1994). Financial information includes receiving donations, the specific expenditure of implemented specific projects (Susannah, Megan and Michael, 2006). In recent years, the transparency of the government affairs and financial transparency of Chinese Red Cross is not high, which is prone to have black-box operation and affect its public trust. In particular, the public events occurred frequently pushed the information transparency issues of the Red Cross to the stage again and again. To re-build public trust, on January 1, 2013, the Chinese Red Cross carried out the on-line operation of the ' Donated information dissemination platform of the Red Cross Society of China ', which listed the timetable for opening the information disclosure platform of the Red Cross of all levels, marking the beginning of implementation of the public and transparent information disclosure of the Red Cross. The platform mainly display the situation of use of funds and materials donated to the public, it has two functions: donation information dissemination, financial revenue and expenditure audit. Although this is a major breakthrough in the construction of the public trust of the Red Cross, there are still problems such as low transparency in internal operation, imperfect donation platform, single channel for information disclosure. At the same time, based on the current status of public trust of the Red Cross, the public still questions the authenticity of the disclosed information, thus affecting the rebuilding and improvement of the public trust of the Red Cross. For example, through the donation information platform of the Chinese Red Cross, it can learn the status of how funds of individual donations of more than 100,000 yuan (RMB) and corporate donations of more than 500,000 yuan (RMB) have been used. In fact, the vast majority of people donated less than 100,000 yuan (RMB) during the Wenchuan earthquake, which means that more than 90% of the donors could not know the whereabouts of their contributions (Zhang, Zhang, Comfort and Chen, 2016)'.
The Red Cross management explained that the disclosure of information on small donations requires the audit work which costs highly. There was a lack of maintenance fees and third-party audit fees. This has become one of the reasons for restricting the transparency of its information disclosure. However, Guo Meimei event disclosed the corruption existing in the Red Cross, as well as news of the high price of hospitality made the public quest
