After Guo Meimei event, the public were very angry about the corruption phenomenon existing in the Red Cross, corruption problems of the Red Cross had also been reported, for example: in 2011, catering consumption invoices from the Red Cross of the Luwan District, Shanghai appeared on the Internet, the amount of consumption was 9859 yuan (RMB). The Red Cross of the Luwan District as a social assistance group consumed nearly 10000 yuan (RMB) for a meal, which made the Chinese netizens very shocked, there were tens of thousands of articles about the invoice. In 2011, news reports showed that from 2006 to 2011, the Red Cross donated ultrasonic knife to hospitals, which was worth of 5 million yuan (RMB), but according to professionals’ disclosure, the value of these ultrasonic knife was only 120000, this huge value gap caused the public concern for corruption of the Red Cross. Although the staff was trial by the criminal law, it greatly ruined the public impression on the Red Cross. Not only the corruption has aroused public discontent, the Red Cross's attitude towards corruption had also led to public discontent, the public believed that the Red Cross did not come up with effective measures to punish the staff who should be responsible for the corruption, and after Guo Meimei event, no senior leader of the Red Cross was judged by law, and the Red Cross did not put forward effective reform measures to prevent the recurrence of corruption.
