In 2011，accidents that happened on the way to and from the primary and secondary school throughout the country have threatened children's safetys and school bus safety issues is rapidly becoming focus of the community. statistics show that about 230 million primary and middle school students need to take the school bus, but there are only 285.19 thousand school buses, of which only 29,000 of qualified with a 10% passing rate . The so-called school bus includes modified cars, assembled cars, or even scrapped buses, small buses, black car.So the security risks is self-evident. China's school bus industry has a optimistic prospects, but still in face of a serious topic: safety - the key of the development of the automobile industry. Currently, some provinces and cities in China and regional introduced a number of local laws and regulations of school bus to explore standardized management and business model of school bus which has achieved certain results. However, compared with foreign countries, we still need to further explore, summarize, and improve. U.S., Canada, Germany, Korea and the other countries are in a relative sound operation of school buses with national legislations, laws and regulations of school bus. With the sound laws and the specified business model, the formation of of the operational system integrated a set of operations, management, responsibility, security are worthy of our study in the future .
