基于模糊层次分析法对多方物流供应商选择评价研究

摘要

海外石油项目是针对地处国外的石油天然气资源而开展的工程项目。其中国际石油合作的方式,包括租让制、合同制,其中合同制又包括产量分成合同、服务合同、回购合同等等,但是由于其在不断地发展变化,海外石油项目的类型和内容也在不断变化。按照工程项目的目的及特点,海外石油项目可以分为地质勘探工程项目、钻井工程项目、专业服务项目、基本建设项目和科技协作项目。本文所说的海外石油勘探开发项目特指由我国石油公司承担勘探开发成本的国际石油合作项目。

鉴于海外石油公司项目的复杂性，物流供应商的来源层次的多样性，有的是外国企业，有的是中外合资，有的是中国企业。如何选择物流供应商则成了许多海外石油公司项目组的关键问题，因为海外石油勘探项目远离熟悉的本土，对于当地的物流供应商的了解不充分，而中国的物流企业又很难覆盖到国外，再加上勘探项目自身有的特点，钻井作业也比较偏僻，有时需要进行修路搭桥，对物流运输商有着很高的要求，又属于远离国土作业，一旦发生在运输时有设备损坏，就会影响项目的工期以及成本，就会致项目的失败，为了科学地对多方物流供应商进行选择，本文主要从模糊层次分析法的角度来解决海外石油勘探项目的物流供应商选择问题。
本文首先对有关石油海外勘探项目和物流供应商选择的文献进行分析。对石油海外勘探项目相关研究进行了整体梳理。其次，介绍了物流供应商选择和评价的发展及主要观点。对有关石油海外勘探项目物流供应商选择研究存在的不足进行了分析，并指出进一步研究的必要性。再次，论文对模糊评价分析法的优势进行了全面的分析；详细介绍了供应商评估方法选择的程序。最后，论文分析了石油企业海外勘探项目物流供应商选择存在的问题，针对这些问题引入模糊层次分析法来解决海外石油勘探项目的多方物流供应商问题。此外，本文还针对中海油在非洲肯尼亚的石油勘探项目为例进行实证分析。通过进行AHP建模的实证分析和FAHP建模的实证分析，对AHP与FAHP结果进行比较，最终选择了最有效果的物流供应商。

ABSTRACT

Overseas oil project is aimed at is located in foreign oil and gas resources in Engineering project. Among them the way international petroleum cooperation, including rent let system and contract system, which includes production into contract and contract and service contract, the repurchase contract, and so on, but for the development and change constantly, overseas oil project of the type and content have also changed. According to the engineering project of the object and characteristics, overseas oil projects can be divided into the geological exploration project, drilling engineering project, professional service projects, infrastructure projects and science and technology cooperation projects. This paper said overseas oil exploration and exploitation projects by referring to a Chinese oil company for exploration and development of international cooperation project cost of oil.
In view of the complexity of the overseas petroleum company project, the sources of supplier level are diversity, have a plenty of foreign enterprises, have a plenty of sino-foreign joint ventures, have a plenty of Chinese enterprises. How to choose the Logistics supplier has become many overseas petroleum company group's key problems, Because the overseas petroleum exploration project away from familiar native, for local logistics supplier understand not fully, while China's logistics enterprise and it is difficult to cover to foreign countries, plus exploration project their own some characteristics, drilling operation also relatively remote, sometimes the need for road bridge, the logistics transportation business has a very high request, and belongs to the far from land operation, once happened in transportation is damage to the equipment, it will affect the project time limit for a project and cost, it will cause the failure of the project. in order to scientifically to various logistics supplier selection, this paper mainly from the point of view of fuzzy analytic hierarchy process (FAHP) to solve the overseas petroleum exploration project logistics supplier selection problem.
