This entailed a notable shift in the public sector role from direct housing provision to engaging the private sector in constructing, financing, operating and maintaining housing units. The first PPP urban housing project was implemented in the city of Kolkata in 1993. However, very few examples have emerged that has established a trend in this direction.
To establish this concept and to explore many more viable options, a model should be evolved, which is supported by government to facilitate affordable housing provision for slums and LIG sections.
Need for Study:-
Transportation projects are being implemented on PPP model at a brisk rate. With the implementation of these models the rate of completion of projects has increased quite rapidly without compromising on the quality. Presently the market is stagnant and the developers are finding it extremely difficult to sell out their existing schemes as large amount of schemes are prevalent targeting HIG and upper MIG. For the developers, there are certain issues which are more concerned for the development, like huge investment of money & time, proper monitoring with state of art technology, economical parameter etc. Thus there exists a demand supply gap in the slums and LIG sections. The government is unable to reimburse funds in such affordable housing schemes as a large amount of focus is on infrastructure projects. The future is in concentration on urban housing projects targeting slums and LIG sections.
PPP model are very helpful and important tool but for same model it is important to understand the various risk factors for private player and government body so that it becomes easy for private player to enter into such deal for project development.
Objectives:-
To study the challenges faced in providing affordable housing to urban poor.
To explore the viability of a PPP model for addressing urban housing needs of urban poor.
Scope of Study:-
Scope of work is restricted to study affordable housing needs for urban poor in Ahmedabad city.
LITERATURE REVIEW:-
Housing is a basic human need and makes up a significant part of the overall real estate industry. The housing shortage in India is enormous. 18.78 million houses are projected to be required in the country at the beginning of the 12th Five Year Plan and 95.7% of these homes are needed by households in the economically weaker sections (EWS) and lower income group (LIG) [1] .
Nearly 28% of the country’s population lives in cities and urban areas and is expected to rise to 40% by 2020 [2] . According to CRISIL research the housing industry has a stupendous growth due to various factors like growing population, urbanization, rising incomes and growing trends of nuclear families which will add to the housing shortages and major demand is going to come from Lower Income Group (LIG), Middle Income Group (MIG) and the Economically Weaker Sections (EWS) for affordable housing.
Faced with the prospect of housing that the poor cannot either afford or access in formal housing markets, millions of households around the world turn instead to the ‘informal’ sector, resulting in slums having become an inevitable part of the Indian metropolis land
