But it should be pointed out that the understandings on the educational evaluationare closer to its nature.Taylor’s early view of “Educational evaluation process substantially is the process thatdetermine course and the teaching outline to realize the extent of the teaching goal.” Then he(1986) made changes in the statements, and he thought that Educational Evaluation is “theprocess of inspecting educational ideas and planning” (cited from Tu Yanguo, 2007: 4).Cronbach made a more detailed definition of educational evaluation in his paper ofThrough evaluation to improve course, namely “collect and apply information to makedecision with an certain educational project”(citied from Tu Yanguo, 2007: 4).
America Educational Evaluation Standard Committee (AEESC) made comprehensivedefinition with educational evaluation in 1981. They considered that “Educational Evaluationis a systematic investigation for the education target and its advantages and disadvantages andvaluation, provides the basis for educational decision of the processing” (citied by XinTao, LiXueyan, 2005: 40). This definition, not only has made a great influence on the United States, even in a long time, but also has been accepted as the authority of definition of educationalevaluation.Eventually, the definition of AEESC also citied by some researchers and had a greaterinfluence on this field in China. An exact definition has been given by Jin Di and Wang Gang,also recognized as one of the popular definition in Education field. That is “The process ofmaking a judgment for the value of education on the basis of systematic, scientific andcollecting, collating, processing and analyzing the educational information, the aim is topromote the education reform and improve the quality of education”(Jin Di and Wang Gang,2002: 2-3).


2.1.2 The Origin and Development of Educational Evaluation
The examination, which was used to choose bachelor appeared as early as in the WesternZhou Dynasty era of China. The great influence was in A.D. 606, Feudal imperialexamination system was established at the beginning of the age of Emperor Yangdi. Theimperial examination system had been extended until Yuan Shikai abolished it in 1905. It hada tremendous impact for the people from different countries on their selecting and hiringpublic officer. Therefore, many domestic and foreign scholars agreed that educationevaluation originated from China (Jin Di and Wang Gang, 2002: 36-37).The 19th century industrial revolution brought about the rapid development of scienceand technology for western economy. In order to improve the quality of workers, theexamination of skills became the urgent need of the social development. Therefore, therepresentatives of Fisher, Wundt, and Rice evoked a field of 20 years of educationalevaluation movement (citied from Jin Di and Wang Gang, 2002: 38). However, Educationalevaluation only emphasize on the areas of quantificational knowledge, and can’t focus on thefactors or characteristics of students, such as interest and motivation, attitude, the advantagesof students' individual character development were gradually neglected. So, people start topay more attention to educational evaluation activities which have a clear educational goal.
