摘要:英语作为一个重要的国际语言,在当今的信息化社会中发挥着越来越大的作用。在过去的十年中,中国的英语教学取得了所有的成就,但我们目前的英语教学现状远远满足标准的要求,英国社会对各种人才的需求的整体的英语水平语言教学和社会经济发展的情况下,需要比较大的差距。

Lengthways Up,CEFdivides language capability into three grades and six levels: the first grade is basicuser (A), including entry-level (Al), basic level (A2); the second grade is independentuser (B), including improvement class (Bl) and high class (B2); the third grade isproficient user (C),including fluent using level (CI) and proficient using level (C2).These levels are not closed, users can divide every level according to the specificconditions of learners, so as to achieve a more meticulous division to some level oflanguage capability[6].


  
  1.2 Domestic Research Situation国内研究形式
  As early as the early 1950s our premier Zhou Enlai had put forward the conception“streamline management" of English teaching from primary school to the tertiarylevel. Our country also set up a special working group and formulated a specialsyllabus. At the end of 1970s and early 1980s a lot of people were graduated from theforeign language school, which was the product of foreign language streamlineteaching[7]. But because of the Cultural Revolution, the plan of “streamlinemanagement ” went bankrupt. Although our foreign language teaching has made greatachievements from recovering college entrance examination in 1977,the phenomenonof splitting foreign language teaching is quite serious: the elementary school justminds elementary school, junior high school just minds junior high school, seniorhigh school just minds senior high school, and in the end,the burden falls on thecolleges, and the college students can neither speak nor hear as well as weak inwriting, as if all the responsibilities attribute to university teachers. ThereforeTsinghua University established the "streamline" English teaching from primaryschool to the tertiary level in the first half of 1999.The "streamline" subject group of foreign language department of Tsinghuauniversity published a documentative paper "It's Necessary to Realize the StreamlineEnglish Teaching from Primary School to the Tertiary Level” on Tsinghua UniversityEducation Research in 1999. After studying and analyzing the English teachingoutlines and textbooks of each stage from primary level to the tertiary level carefully,this article pointed out that it is necessary and feasible to try out the streamlineEnglish teaching in some schools or regions.In the same year Professor Lu Zhongshe of Tsinghua University published aresearch paper titled as “Problems on Streamline Service" in Foreign LanguageTeaching and Research The article mainly refers to three aspects of problems: thewhole horizontal comparison of English teaching outlines,the comparison of thevocabulary, comparison of grammar[8].In the year of 2000, professor Fan Wenfang of Tsinghua University published"Streamline Planning of English Teaching from Primary School to the Tertiary Level"in Foreign Language Teaching and Re sear This article pointed out that at presenthow to change the time-consuming but ineffective condition had been an importantissue in foreign language teaching field in China.
