Concerns over ‘Development Induced Displacement in India’
Bhaduri brought a highly heated debate in to the picture through his article. The one of the major economic activity after liberalisation is construction and infrastructure development. The issue of displacement is an international issue these days. After acquiring the land, everybody talks about compensation and creation of habitats for the people. But they do not have an idea about how to generate ‘alternative dignified livelihoods’ for those affected by large-scale displacement and damage in the name of industrialization. Development projects leads to straight control by a developer over land taken by a different group. Development programs, industrial parks, and infrastructure projects (such as highways, bridges, irrigation canals, and dams) all require land, often in large quantity. There are more than 21 million people are internally displaced due to development projects in India (IDMC, 2007). It is very much visible in India and there are so many ongoing agitations against the displacement, especially in Tribal areas. Although the tribal population only make up eight percent of the total population, more than 50 per cent of the development induced displaced are tribal people (HRW,2006).So it is important to note the tribal displacement, because activities like industrial parks needs more land and space and that is only available in tribal areas of the country.
Fernandes (2007) pointed out, several studies found that 60 million people were displaced, of whom a huge majority was not properly rehabilitated or compensated over the period, 1947-2000; among those displaced, 40% were tribals, and 20% each of dalits and OBC.Most of the policy makers and political leaders have seen displacement as the cost of development in the country and it is very inevitable also (Hemadri and Mander, 1999).Bhaduri was so keen to put forward the issue, but he is blaming the private sector for all these problems. In this case government is the major culprit and it should produce a system, which will provide ‘a fair displacement and compensation’
Conclusion
India is one of the fastest growing countries in the world. The growth process in India has undergone severe criticism from inside and outside of the nation. Bhaduri has drawn our attention again to many critical concerns of the present pattern of growth, but strong empirical evidence and methodological issues in the calculation of growth are missing in the paper. As a critical evaluation we can said that some of the data in paper represents an example of a highly selective use of statistics to portray skewed picture of the economy during the high growth period. Bhaduri did not make any attempt to analyze whether this growth rate is true or not. Some of the literature found that our growth is seriously over-estimated.
