The same problem is visible in both communication and business service sectors.In both sectors private sector is the major player. In communication sector,the number of private companies are increased in recent years. For the private sector, the estimates are compiled mostly through indirect methods using proxy indicators, such as number of telephone connections or extrapolating with inter-survey growth rates in [the] workforce (CSO 2007: 161).The private companies use to overstate the numbers for achieving certain benefits and sales.In the case of business service sector also government is facing the problem of not having official data. The estimation by NASSCOM can be lead to the double counting of earning of employees in the business service sector(Chandrasekhar and Ghosh,2008) and all these service are valuing in dollar(due to high exports). If these services were to be values at domestic prices, then the growth rates would probably get reduced to one-fourth or one-fifth of the reported numbers (Nagaraj, 2008).So all these methodological issues are pointing towards the high growth and the persons who are criticizing the growth rate.
The jobless growth created by the profit motive of private corporate sector
According to Bhaduri,the employment in private corporate sector is not increasing as their profit and productivity increases and the productivity growth is a result of ‘mechanization and longer hours of work’. But the official information regarding the profit earned by private corporate is still not clear. The information on savings and investments of most of the private sector companies are not clear for the officials. Even if it is mandatory to submit accounts every year, only less than 50 per cent(43% of total companies) are submitting the reports. Several companies registered under RBI and stay without involving in any type of activity which do not promote growth. This will surely leads to overestimation. The overestimates could be higher if we consider non-manufacturing in the private corporate sector (Rajkumar, 2003) and he pointed out that the actual Gross Fixed Capital Formation (GFCF) in private sector is much lesser than the government statistics in 1990.So it is difficult to believe that the private sector is the main engine of growth.
Another points which led to further examination is the examples which he produced.i.e, data of some private sector manufacturing industries, which reduced employment of workers between 1990s and 2004. This is an example of highly selective use of statistics, because the period which had started showing the predatory growth is from 2003-04 to 2007-08. The official data(Table:1) has shown that from 2005 onwards, all the leading manufacturing companies are in an expansionary frame of mind, and all of them are keen to hire and employ more people.
