Introduction
Organizations are in more changeable business world than ever before which makes environment business is running to be more uncertain and increasingly competitive. In such context, to grow or even survive for companies is getting tougher and tougher. On the other hand, human resource, as the most valuable asset of a company, became the decisive element of organizational success or failure. In reality, most employers are suffering from high turnover rate, poor employee loyalty and lack of talents which make a direct impact to the performance and continuous growth of an organization . But, why some became winning organizations when others failed? Deliberately and systematically developing leaders through the whole organization could be the answer (Bennis; Kouzes&Posner; Tichy&Cohen ;). Therefore, studying on leadership system in terms of the development of leaders seems urgent and beneficial to the persistent prosperity of the organizations.
Leadership has been studied for years in order to coping with the above mentioned issues. Although scholars have been debating on the potential impact which leadership could bring to the success of an organization, most researchers on leadership still believe that leadership can make a difference to performance of an organization, but only effective leadership and leadership systems enable to create positive results (Mullins.2007). Previous studies view predominantly leadership from individual-level and conducted various theories or approaches in terms of decision-making and the relationship among leaders, subordinates and context, such as path-goal theory of House and contemporary transformational leadership of Bass, etc (Mullins.2007). The majority of these theories indicated that different leaders with different leadership style make a different result to an organization. Few make further research on leadership from a system approach after Edward Deming developed the new concept of leadership as a system and he regarded leadership system as a route to quality and productivity (Scherkenback.1986). Hence, to organizations striving for quality and productivity is useful to build leadership system.
Hospitality, as the traditional labor-intense industry, has a higher demand on leaders, more than those with leaders’ positions in an increasingly competitive environment, so to develop a team of leader fitting the specific characteristic of hospitality business becomes one of the most urgent strategic tasks. High-speed development of Chinese economic in the past 30 years and the change of People’s lifestyle stimulate the development of hospitality industry. According to the report from Chinese star-hotel statistical newspaper , the number of star hotels in China increased from 12751 of 2006 to 13583 of 2007 and talent gap in star-hotel is more than 10 millions. Many studies (Mack.2005, Butler.2007 ) on hospitality leadership focus on senior leader’s role, their styles and competencies, failing to emphasize the importance of line staffs and managers who play actual leadership role in operational level of hotels (Walker.2009). Collins (1994) states leadership could happen anywhere, anytime and everyone who affects the accomplishment of goals of an organization can be a leader.
