 it  is  not  only  a  language  phenomenon  but  also  a  social  cultural  phenomenon due  to  its  influence  by  social,  historical,  ethnic,  cultural  and  other  factors.  The phenomenon  of  Netspeak  has  also  aroused  a  heated  discussion  among  scholars.  The traditional  linguists  have  studied  Netspeak  from  the  perspectives  of  definition,  nature, attitude  and  criterion.  Social  linguistic  scholars  turn  their  views  to  the  meaning  and  the social  cognitive  psychological  of  Netspeak.  Modern  linguists,  cognitive  semantics  and pragmatics have probed this issue by proposing different linguistic approaches which has laid a solid foundation for the interpretation of Netspeak.  This  thesis  sets  has  made  a  careful  analysis  of  Netspeak’s  formation  process  and transmission  from  the  philosophy  of  mind.  According  to  the  subject’s  consciousness process, the formation process of Netspeak is divided into three stages: (1) event---the first selection---the directed usage event; (2) the directed usage event---the second selection--- pre-language  usage  event;  (3)  pre-language  usage  event---usage  event  (Netspeak).  Then, the  author  has  applied  the  useful  concepts  of  POM  to  make  a  specific  analysis  of  each stage.  After  that,  the  paper  has  come  to  a  conclusion  that  the  formation  process  of Netspeak is  a process which evolves from event  to usage event. Based on that, the paper has also analyzed the interpreting process of Netspeak and points out the quale-sense is a gist of Netspeak interpreting. Finally, the paper concludes an integrated model illustrating the Netspeak process from origination to transmission.
