1.3 Purpose of the thesis
The main purpose of this thesis is to produce a specification of FRT through theanalysis of various testing theories. Under this specification, the FRT should meet thefollowing demands:1. The results getting from FRT should be highly reliable.2. Under the precondition that the FRT paper should be highly content valid，thescores from FRT can in some extent reflect students' reading competence andmeanwhile predict their performance in the future exams.3. The specification can be suitable to other colleges.In addition, according to specification and the actual condition of the college wherethe writer is working, a test sample will be designed in order to better demonstrate theidea of the specification. Besides the demands mentioned above, there are also someadditional requirements on the test sample;1. The difficulty of each question item should be appropriate.2. The index of discrimination of most question items should be above .30.

Chapter Two Literature Review

Chapter two is concerned with the testing theories applied in this thesis. Theyinclude the theories like the notion of test, the introduction of test methods, and theconcepts of reliability, validity, difficulty and discrimination.

2.1 Notion of language testing
Language testing is a necessary part of language teaching. It may happen every day.For example, besides the common middle-term tests and final tests, at the beginning ofa new lesson there's always a dictation test as a way of reviewing the language points inthe last lesson. Through language testing，not only the students' progress but also theteaching quality can be evaluated. Therefore, language testing and teaching are closelyinterrelated.To design a testing paper is not as easy as some teachers think. They treat thedesigning of testing paper as a process of randomly piling up the question items. Thesequestion items may be from the teacher's accumulations in the daily teaching activitiesor internet. Even sometimes some teachers just copy from after-class exercises or someother existing tests directly. In one word, they tend to underestimate the complexity ofthe designing of testing paper. Thus，before the designing of any testing paper, it isnecessary to make clear some basic concepts of test.
