The study therefore seeks to exhaustively explore these factors and to give suggestions as to how negative influences can be eliminated and advice as to how to take advantage of them for the well being of the SACCO movement. The study also accesses the applicability of the reforms taking place in the sector. Suggestions earlier put forward by other researchers, which have not been considered to date, will also be looked into.

2.4 Conceptual Framework

The management practices determine the performance of SACCOs because bad governance means poor performance. The management policies and practices determine the success of a SACCO. Good corporate governance ensures good services to members, and improvement of their value. Good investment strategies, affordable loans and good services interpret to prosperity of the cooperative sector.

Education and training affect performance such that the more educated and trained staff, management and the members are the better performers. Educated members will understand better the operations of SACCOs and hence contribute positively towards success. They will also be in a better position to decide who to elect and who not to elect as a committee member. A management committee with proper education and training will lead better. This will translate to improved performance. Well educated and trained staff will be more efficient and effective in whatever they do. Long-term investments, if not properly planned, it could affect performance because, if the financing has to come from the members' funds, this will affect the available cash which can be loaned to members. This will adversely affect the performance.

Failure or delay to remit money recovered through check-off system will affect the performance of SACCOs. Lack of check-off system is a crucial factor in determining the performance of SACCOs. Since Check-off system is a forced recovery system, at least there is a guarantee that what is supposed to be paid by members is paid. Where there is lack of check -off system, there is always doubt as to whether the money will be paid in time. This irregular payments due to lack of check-off system affects SACCOs whose members don't fall under one employer. This will therefore affect performance of SACCOs.
