Chapter One Introduction
1.1 Research Background
In 2009, the former state council premier Wen Jiabao stressed that teachers are the basis of
Educationwhile guiding the formulation of National Mid and Long-term Education Reform and DevelopmentPlan(2010-2020). Teachers team construction is specifically stressed in Chapter 17. And strengthening theteachers’ education and the construction of the subject, participation of comprehensive university, flexibleand open system of teacher education in normal colleges and universities are proposed.In addition, with the development of society, information technology gains more and more popularityin every field. Education scholars also believe that the use of information technology will greatly changethe traditional teaching and learning, so as to bring about a change in the field of education. 21st century isthe information age, and the impact brought by the development of information technology has penetratedinto various countries around the world. People‘s thinking ways, access to channels of information andbehavior tendency are changed a lot because of the development of information technology and experience.As the pulse of time, the education, with no exception, is also influenced by the development ofinformation technology. Education Informatization Priorities for 2015 also proposes to enhance the furtherwidespread application of information technology in education to promote the mode innovation of teachingand learning.Ordinary High School English Curriculum Standards (2013 Edition) proposed to pay attention to theuse of modern information technology, the use of multimedia technology to help students understand theirwork. Widening the opportunities for learning and using English, learning how to use modern informationtechnology for text processing, such as the use of computers for editing and layout, making personal webpages and presentation, using modern information technology to demonstrate their presentation, learningcomputer manuscript editing, layout design, using e-mail to communicate are also stressed in thisCompendium.

1.2 The Purpose of the Study
Today’s classroom teaching based on technology reveals three different levels of education technicalproblems:(1) Teaching specific subjects are inconsistent with the purpose of using technology, or the use ofpurpose is not clear, which lead to the inconsistent phenomenon between the teaching practice and theteaching target.(2) Although teachers understand the technical purposes which are consistent with the purpose ofdiscipline, they ignore the teaching situation in other aspects, such as body language of teachers, emotionalexchanges among teachers and students.(3) Though teachers’ performance is excellent, they prefer “to teach” and they hold the prescribedconcept of teaching structure. And they failed to achieve the integration of information technology withcurriculum which could change the way of students’ learning. These fundamental problems of educationaltechnology arise because teachers’ educational technology lacks critical awareness of how to help teachersdevelop the critical cognitive strategies of educational technology. To help teachers form their systematicand critical cognitive strategies of educational technology is the urgent work.
