soon afterward. Normally, the law permits them only to deduct a maximum of 3 percent of their annual turnovers.
Reports hint that China will make the bold SARS emergency tax deduction policy permanent this year. If passed, it would make the Chinese taxation system the most liberal in the world in terms of encouraging donations.
China does not levy one, most people prefer to leave the wealth to their families rather than donate it or parts of it to charity.
C. The Problems of China’s Charity
Charity relied on a large donor pool supplemented by the occasional large gift. Western nations created foreign aid and relief agencies to help the destitute in the developing world.
In comparison with western’s “helping others”, Chinese society is less influential, we can get the reason in comparison with the Western’s charity.
1. Intervention from the Government
The concrete of charity operation excludes government intervention, because government intervention from government could change the character of charity and deviate from the donor’s wishes. Therefore, the management and guidance of the government are still the main factors to restrict the development of the charity.
2. People’s Backward Thought
China’s charity emphasizes giving people’s generosity and mercy, and it mainly comes from the help from prominent neighbors and acquaintances. They are not accustomed to donate money to strangers. Thus China’s character makes China’s charity closed and introverted.

The complicated procedure and some other systematic frame are main elements which greatly hamper the development of charity. our encouragement to commonweal’s supports and concessions is not enough. The charity lacks of matched cooperation and legal protection system.

These reasons are perhaps related to the imperfection of social system, of social game principles and the pessimistic living environment.
