According to scholars Guest (1997) and Storey (2001)Human Resource Management is a special or distinctive way of managing employees. What does this mean? In relation to a country or context of

your choice, explain whether or not you can see a future for Human Resource Management as a distinctive approach to managing the employment relationship.
The essay: 2,500 words
The essay is designed to test research, analytical and writing skills. An essay should be an argument based on existing literatures. It should not simply summarise material from lectures or readings but should be the student’s own answer – clearly set out and fully explained – to the set question. The essay tests students’ responses to the material in the subject and helps students come to terms with both the conceptual debates in the area.

Human resource (HR) is the most important resource compared with material resource and financial resource, especially in the 21st century. Because in the 21st century, economic advantage is up to the technology advantage, while technology advantage is up to the talent advantage. People are the most valued assets at present (Armstrong Michael, 2006). The effect of HR is never as obvious as it is today. As an important strategic resource of enterprise development, it takes a crucial position in the strategic management of corporations, and is attached to great importance by more and more entrepreneurs. Due to the extremely importance of HR, human resource management (HRM) is seen as a special or distinctive approach of managing employees. (Guest, 1997; Storey, 2001) According to Storey (2001), HRM is a distinctive approach which deploys a highly committed and capable workforce for achieving competitive advantage of employment management. How to understand the meaning of a distinctive approach? I explain it as follows.

Compared with traditional personnel management, the HRM is distinctive.
