The Relationship between Anti-corruption and Salary System of Civil Servants’ in Hong Kong

Introduction
The problem of political corruption challenges all parties in power throughout the worlds, which, in recent years, has been escalating to trust-issue between governance and taxpayers. Political corruption, to extent, gives a glimpse of its office’s efficiency and integrity, releases much insider dealing hiding beneath “legal” office protection and reflects the profound flaw of the whole civil service system. However, political corruption never comes alone. It exists as a social phenomenon accompanied with problems of pension system, on-the-job interest, performance appraisal system and etc. Among the factors which might influence those civil servants’ corruption behavior, salary system is the most significant one.

Before 1974, the year Independent Commission Against Corruption (ICAC, HK) was founded, corruption flourished in Hong Kong and the contradiction between citizens and authorities quite heated up. But all those stopped after the reformation of salary system and the foundation of ICAC. Shortly, ICAC became the most popular department in Hong Kong and the relationship between governance and taxpayers had been improved. Salary system and ICAC worked together to reduce illegal acts and have received great achievements.

Well, A number of questions arise, such as “how does salary system impact the behavior of civil servants?”, “What is the influence of it?” and “how does ICAC help to reduce corruption?” Thus, this research will aim at the following sections:

 The feature and advantages of civil servants’ salary system.
 The feature and advantages of ICAC
 The influence of servants’ salary system and ICAC to anti-corruption
 Use for Reference

The report will compare the civil servants’ salary system in Hong Kong with that in United Kingdom before 1997, when the whole civil service system under the colonial regulation.

Next, the report will compare the civil servants’ pay system in Hong Kong with that in Mainland China after Hong Kong’s reversion, when under “one nation, two systems” policy, the structure of civil service transformed to new system.

This repot will also focus on the use for reference of ICAC and its influence to anti-corruption. Meanwhile, the relationship between citizens and authorities got sourly improved after the foundation of ICAC. The mass base is an important index to exanimate performance of governments. This will be considered and studied in this report during year 1974 to 1978.

Considered the family lineage I have, which both my parents serve as civil servants respectively for local government publicity department and labor administrative department, I am brought up in profound policy academic atmosphere. Nurtured by family Education, I was sensitive to policy science and read extensively to enrich my professional knowledge. Besides, the family background gives me a strong favor for further step study since I have kept a much more convenient information channel than does anyone else.
