S.B.Rasmussen argues, that the importance of the delegations in the framework of the EU public diplomacy is reflected in the important size of the budget designed for the delegations. Moreover, he underlines, that this amount is not distributed equally among different delegations, but reflects the priorities in EU external relations, such as the US for example. [12] Just to give an example, in one of many issues of eufocus [13] , a magazine which promotes the EU, the topic was ' The EU: a Community of Values', where it was explained that the EU is not only an economic or geographic community but also an 'entity of values and standards, a unity of good in the world with moral depths' together with the photograph of Mr. Barroso with religious leaders. [14]
Moreover, the EC/EU delegations try not only to present the core messages of the EU, but also, based on concrete cases, to highlight the EU success stories. [15] At the same time the delegations are trying to influence foreign political discourses, promoting issues of central importance to the EU; for example climate change, where the EU is a leader, the problem is real and requires multilateral cooperation. [16]
The EC delegations many times also cooperate along with the national embassies of the member states and organized some of the European level activities, in order to promote European history, culture and values. They also try to maintain the coherence between them to enhance the understanding of the EU as one entity. [17] 'The delegations used the 50th anniversary events to reinforce the EU's core messages'. [18]
De Gouveia argues that the delegations organize many public diplomacy activities without guidance or consultation with Brussels, where 'quality and quantity vary according to the skills of delegations staff'. [19] Most of them include visits around the country, contact with local actors in schools and universities, publications, local media monitoring, journalist training programmes and other activities to promote 'civil society dialog'. [20] Moreover, De Gouveia gives examples of EC delegations in Moscow and Washington, two strategic places for the EU. He underlines the range of their capabilities and conducted activities in the field of public diplomacy, where their connections with the host country became more familiar and allowed for reencounter of involved parts.
