A measurement of few changes as a result of the policy would be carried out, putting a value on the changes. These values will then be added up which will might either be negative of positive. If the benefit exceeds the costs, then the reform policy would be presumed to be good for the society.
A simple model will used to carry out our analysis on the Finnish electricity market from 1996 - 2005. We will use a simple trend analysis to determine
what would have been if the market had not been deregulated; Business As Usual scenario (BAU) or a counter factual scenario and compare with what actually happened with deregulation. The major issue will now be whether the BAU scenario would be higher or lower with deregulation.
3.1 RESULT INTERPRETATION
The graph below reveals that the prices in our business as usual scenario, compared to actual electricity prices for household and industry. From our estimates prices were higher under deregulation in 1996, 2003, 2004 and 2005 for the industry, but shows that prices would have been higher if regulation (BAU) had continued from 1997 - 2002. Our studies also show that prices for the household would have been higher under normal regulation from 1998 - 2005.
Trade would have been lower in a business as usual scenario. Industry cost would have changed with deregulation. Due to additional capacity, generation cost would have risen.
4.0 CONCLUSION
With a much lower capacity level, the electricity industry has been successfully operated in relation to what would have been the case before 1995, even with the high prices in 2003/2004. The reduction in investments, since deregulation is the major source of gains, this would amount to millions of dollars.
From our estimates, deregulation reduced prices with the exception of some years, since 1995. This in effect has benefited consumers: household and the industry and cost to the electricity company.
Competition has brought about more consumers being able to renegotiate their contracts or change supplier.
From the regulatory angle, competition has been well received although some issues are still pertinent. There are possible ways by which the industry can be made better. The electricity industry is very complex and changes made to it will come along with some costs and benefit. Deregulation can be made to function appropriately; however, it does not imply that it has been bad. We can say that the electricity reform has been good for Finland.
