CHAPTER ONE  INTRODUCTION 

1.1 Overview 
Since 1997, especially subsequent to its accession to the WTO in 2001, legislatures at various levels of the People’s Republic of China (hereinbelow “China” or “Chinese” as the case may be) have promulgated and/or amended a great many statutes, so as to satisfy its commitment made to other WTO member states at the time of its accession as  well  as  to  “construct”  a  Socialist  System  of  Laws  with  Chinese  Characteristics (“SSLCC”),  a  task  declared  at  the  15th  National  Party  Congress  in  19971.  The completion of the SSLCC task was declared on March 11 2011 by Mr Wu Bangguo, chairman  of  the  Standing  Committee  of  the  National  People's  Congress  (“NPC”) which is the country's top legislature2.On the other hand, with the rapid development of globalization and increasingly intense cooperation with the rest of the world, more and  more  legal  issues  arise  during  the  cultural,  political  and  economic  exchanges between  China  and  other  countries  and  regions,  and  the  translation  of  Chinese legislative texts therefore has been in urgent need. However, the present situation of legal translation from Chinese legislative texts to English versions is beset with problems. Some problematic translated texts are very likely to cause misunderstandings and thus greatly barricade the purpose and effect of legislation.  Although  many  scholars  have  devoted  themselves  to  the  study  of  the translation theory and critics give comments and suggestions on translated legislative texts, with so many attempts made so far, yet not a single universally applicable and systematic criterion on legislative translation method has been reached, not to mention the translation quality Assessment (TQA) in this area. If the translations published by certain  authorized  institution  should  be  nitpicked  to  be  unsatisfactory,  then  some translations of the local laws and regulations can be called worrisome.

1.2 Rationale 
The  current  study  is  both  a  quantitative  and  qualitative  research  from  a  pragmatic perspective on translation quality Assessment of the English versions of propositional content  in  Chinese  legislative  texts.  The  motivations  to  conduct  such  a  study  can  be illustrated from the following two facets: Firstly,  the  most  immediate  reason  of  the  present  study  is  the  chaotic  situation found in the translation of Chinese legislative texts.
