individuals of Aotearoa New Zealand sought to find greater equality and recognition of social rights to welfare services and economic security. This essay provides insight from an historical perspective in the process of welfare delivery from the pre 1840 of 'benevolent' times to the third way 'user pay' concept of today. Supportive research will assist in defining State interventions that inspired the concept of the welfare state. A conclusion will identify key points from the discussion.Supported by all sectors of the New Zealand community, the 'welfare state' epoch represented a symbolic and strong message to the world that the country's concern of economic problems and social injustice required a more supportive and proactive approach by Government. The social change was in contrast to charitable aids New Zealand as a colonised country had inherited from New Poor Laws, embedded into the Westminster constitutional law of England in 1834 as a relief system for poverty. The New Poor Law Act was reformed from Elizabethan times. A feudal system of Christianity principles reflected 'benevolent' contribution in serving the community of workhouses and poverty seen in England (Faherty, 2006).

 

Before colonisation occurred in New Zealand, Maori as indigenous peoples of Aotearoa New Zealand (Nga Tangata Whenua), practiced a tribal subsistence. Social values, beliefs and cultural identity formed a governing through a process of tapu (form of legal system) and mana (individual insight) (Henare, M, 1999). Maori had an inherent affinity to the spirit of the forest, the sea and earth (p.42).

Due to a mix of social disorder instigated from industrial troubles and lack of resources, colonisation of New Zealand occurred in the 18th century bringing capitalism and stratification into the forefront (Beddoe & Maidment, 2009). The treaty between British colonists and Maori represented a new dimension to the concept of social democracy by providing the ruling class residual service essentially for European settlers. While British immigrants assumed welfare needs as individual concerns, Maori experienced humanity through guidance of iwi (tribal connection) (p. 42).

 

British missionaries urged Maori to discover a new sense of spirituality away from their holistic approach (Henare, 1999). Maori found affiliation with Christianity and the western theology of Maoritanga became the stepping-stone into social development (p. 47). Amidst disorder evidenced through wars and oppression, land grabs and other forms of hegemony, Maori applied their own social values while forming cohesion with English benevolence. (Oliver, 1977).

Declaration of Independence (1835), acknowledged New Zealand as a separate state, inspired by threats of the French and British unlawfulness. After the Treaty (1840) flourishing activity saw Maori farmers, forestry workers and food producers prospering in trade (Beddoe & Maidment, 2009, p. 42). Dramatic changes over two decades would see depletion of land and resources, unemployment and homelessness for some Maori and labouring classes (Beddoe & Maidment).
