It is not difficult to expect that a controversial and international-wide debate rises immediately after the announcement. The Norwegian Nobel Committee stated that Liu is the symbol of China's human rights in China and one of the most visible leaders of China's pro-democracy movement.

On the other hand, Beijing repeatedly citied its position that LIU is a criminal for his sentenced by Chinese judicial departments for violating Chinese law that advocacy for widespread political reforms. This prize is interfereing her internal affairs and would adversely affect the relationship bewteen China and Norwary.

Such a paradox, in which LIU Xiaobo is a criminal in his motherland but a symbol of strggling human rights in the western world, which indicates the norms differentiation between China and the prevailing understanding among the world.

This paper attempts to explore the role of Nobel Peace Prize Laureates from the lens of Constructivism, which explains how norm emerge, diffuse and its role in international politics. By examining the selection criteria of the Norwegian Nobel Committee and the Prize Laureates in different stage, we can understand the previaling norms in that particular moment and its mechanism. This paper will also try to explore China's attitude towards the human rights nowsdays, how and why it happens.

The role of norms in the international relations theory

Neorealists believe that the structure of international system determines state behavior. Norms are the values imposed by the dominant state, and the norms themselves may not be persuasive.

While neoliberalist believe that the international institutions, which consitst of a sets of norms, ideas and rules, could enhance cooperation and interaction between states, in turns strengthen the norms, information and ideas exchange, which in turns shape state preferences and behavior.

As we know, norms play a significant role in Constructivism. Most of the literature explores how norms come from, the way it change politics and the role it play in politics. Constructivists argue that norms, such as human rights, produce a fundamental shift for states defining their interests and highlight the possibility of change. Wendzt (1992) claims that 'Anarchy is what state make of it', that states may define security in self-interested terms but keep re-define what that means.

International norms set as a standard of actors appropriateness behavior with a given identity, help define the situation and thus influential to the international practices. Finnemore and Sikkink (1998) believe that 'Norms do not appear out of thin air; they are actively built by agents having strong notions about appropriate or desirable behavior in their community.'
